Originally concentrating exclusively upon extensional fragments of
language, and later feeling able to lay aside non-extensional
contexts as special or abnormal (i.e. as contexts in which
expressions do not have their normal semantic value), Frege was
drawn to the identification of the Meaning (semantic value) of a
singular term with what would normally be regarded as that term's
referent. The idea that the semantic power of a singular term
consists in its being associated with an object in the world
as its referent makes evident good sense, once the decision to
lay aside non-extensional contexts for special treatment has been
made, since, given that decision, any two co-referring expressions
can be intersubstituted anywhere salva veritate. However, this
consideration by no means force the identification of a singular
term's semantic value with its referent; and the consequence that
all empty singular terms have no semantic value, and hence no
semantic power, is not one which is obviously acceptable. Frege's
later willingness to ascribe sense to terms with no semantic value
is only dubiously coherent...
